Once you enter this code you have option to authenticate your computer in use for a maximum period of 30 days, so if you try login in again on same computer it will not ask the second verification code till 30 days. But if you logging through some other computer you again have to go through the Verification process.

Now if a hacker is trying to access your account he will be denied access as there is a very rare chances of he having access to both your account information and Phone/ mobile. Google even has option to specify backup phone in case your mobile gets stolen something bad happens. Only drawback of it you cannot log in to your Google account if you are not carrying your phone or somehow it cannot accept Calls or SMS.
